Program Summary

Program Summary

This Vehicle Technologies Incubator FOA is open to proposals that aim to bring to market a novel, non-incremental technology that facilitates one or more of the overall VTO goals but are not represented in a significant way in the Offices' existing Multi-Year Program Plans (MYPPs) or current portfoliots.  The full spectrum of technologies and non-hardware solutions relevant to efficient and environmentlaly friendly transportation technologies that will enable America to use less petroleum will be considered for funding.  The incubator programs will allow DOE to assess new technologies for their potential to be "on ramped to future MYPPs.  Succesfful incubator projects will reduce the risk associated with potentially breathrough approaches and techologies so that they could be viable candidates for inclusion in future program roadmaps.

Applications currently NOT of interest:

  • Commercial hardware technologies, products, and solutions;
  • Incremental improvements to existing technologies, products, or solutions;
  • Solutions, approaches, or technoogies similar to those already being investigated through current or recent DOE projects; and
  • Technologies that are not based on sound scientific principles (e.g. violates the law of thermodynamics)

Individual awards may vary between $500,000 or less to $3,000,000 or more.  Awards will run 12-36 months.  DOE will accept only new applications under this FOA.  Renewals will not be considered under this FOA.  This program requires 10% cost share.

Concept papers are required before submission of a full application.   Due to the quickly approaching deadline for the concept paper, the internal LOI will be used to select and authorize internal candidates.

In addition to the LOI form, please attach a 2 page Description and a 4 page CV for the PI.   The 2 page description should include:

  • The proposed technology, including its basic operating principles and how it is unique and innovative;
  • The proposed technology's target level of performance;
  • The current state-of-the-art in the relevant field and application, including key shortcomings, limitations, and challenges;
  • How the proposed technoogy will overcome the shortcomings, limitations, and challenges in the relevant field and application;
  • The potential impact that the proposed project would have on the relevant field and application;
  • The key technical risks/issues associated with the proposed technology development plan;
  • The impact that DOE funding would have on the project
  • Sucinct description of the qualifications, experience and capabilities of the project team;
  • Proposed source of cost share and whether it is firmly committed
